From Levente Schoenherr: I followed this guide step for step: https://www.tensorflow.org/install/install_windows Up until the point where it is recommended to install Tensorflow natively. I instead installed Anaconda: https://www.anaconda.com/download/ and created an environment for Tensorflow as described in the Tensorflow-guide. I then launched the Anaconda Navigator, switched to the created environment and installed the tensorflow package in the Navigator UI (make sure you install a 1.x version, not 2.0). I also updated spyder, numpy and the scikit-learn package. Install pycharm: https://www.jetbrains.com/pycharm/download/
